The biggest advantage with pre-overclocked ones is not the overclock but the coolers which keep temps lower. It just means that the card is already overclocked before you even adjust anything.

At stock they both made the same noise I think if I get what they are saying in the reviews. And for my gpu I'm torn between the gtx ti or the gtx ti superclock. It only costs 10 dollars more for the superclock card so I'll probably end up getting it anyways.

Is that good? The only difference between the Ti and Superclock version is the Superclock has been overclocked at the factory, Nothing more, No extra pats on the PCB or anything of that nature. If you purchase a vanilla unit its possible to obtain the same speeds in some cases, but is only guaranteed to run at rated speeds printed on the packaging.
